Public Hearing Set for Tire Shredding Facility

The Cumberland County Commission and Crossville City Council will meet jointly for a Jackson Law hearing Monday, March 9, 2015, at 5 p.m. at Crossville City Hall to present a proposed tire shredding business that wishes to open a facility in Crossville.

Immediately following the Jackson Law hearing at the Crossville City Hall the group will meet jointly for a work session to discuss future economic development.

pyrolysisplantLast September Todd Hinch and Stanton Brewer, who are hoping to open and operate Upper Cumberland Tire Shredding, attended the county’s Environmental Committee meeting and discussed the proposed business with the committee.


“The state has said this (business) has to go through the Jackson Law. It may be filed as a processing plant, but it has to go through the Jackson Law and go before full commission for approval, have an open public hearing. I stepped in to give them some help in getting started with you all,” Mike Harvel, solid waste director, said last fall.

Harvel explained if it is approved by the environmental committee, they will have to hold a public hearing on the matter before going to the county commission. It also has to be approved by the Cumberland County Regional Solid Waste Board.

The item will be on the county commission’s agenda for its consideration later this month.

Hinch explained the process at the facility would take old, used tires, place them into a machine and cut them and grind them into a variety of different sizes including two-inch chips, an inch to an inch and quarter and three-quarter-inch chunks. He said on the smaller sizes it is ground to where it is rubber only, no metal. The tires can also be ground below that size into mesh.

The group has filed for a permit with the state.

The proposed location for the facility is on Maryetta St. near the Cumberland County Solid Waste and Recycling Center.
